Sir,

Sub : Allowances related to North-Eastern Region and Andman Nicobar Islands.

1. Presently, the Central Government Employees of entire North-Eastern Region (i.e. Seven states & Sikkim) and Andaman Nicobar Islands serving in
remote localities of our country are in receipt of Special Compensatory (Remote Locality) Allowance (SCRLA). Further, Special Compensatory (Hill Area)
Allowance (SCHAA) is granted to employees posted at Hill stations 1000 meters or above sea level.
2. Apart from this, the employees of North-Eastern Region are in receipt of Special Duty Allowance (SDA) and employees of Andaman Nicobar Islands are in
receipt of Island Spend Duty Allowance. 7th CPC has made the following recommendations with respect to SCRLA and SCHAA.

SCRLA – SCRLA will be covered by (subsumed) Tough Location Allowance.
SCHAA – SCHAA should be abolished. Instead, High Altitude Allowance (granted to areas of heights 
above 9000 feet and “uncongenial” areas) should be
extended to civilian employees

in case Tough Location Allowance or any other Risk & Hardship Allowance is not admissible at the location covered by High Altitude Allowance.

(As entire North Eastern Region is eligible for Though Location Allowance, the employees of NE Region will not be elilgible for High Altitude Allowance as
per this recommendation).
3. Further the 7th CPC in para 8.10.63 made the following recommendations –
“Tough location Allowance will, however, not be admissible along with Special Duty Allowance (SDA)”.
Thus, if the recommendations of 7th CPC is acceopted employees of North-Easter Region and Andaman Nicobar Islands will not be eligible for
Special Compensatory (Remote locality) Allowance and Special Compensatory (Hill Area) Allowance. They will only be eligible for Special Duty Allowance
(SDA) and Island Special Duty Allowance.
4. Regarding the rate of Special duty Allowance (SDA) the 7th CPC in para 8.17.18 has made the following recommendations –

“In line with our general approach of rationalizing the percentage based allowances by a factor of 0.8, SDA for AIS officers should be paid at the rate of
30% of Basic Pay and for other civilian employees at the rate of 10% of Basic Pay”. We have been demanding parity in the percentage of SDA payable to all
Central Government employees, irrespective of Cadre or status, as all the employees including AIS officers are facing the same risk and hardship prevailing
in the North Eastern Region or Andaman Nicobar Islands. 6th CPC has recommended parity and Government has implemented SDA at the rate of 12.5%
to both AIS officers and other civilian employees, even though Government, later on granted 25% incentive also to AIS officers. Further the SDA is not paid
to the Gramin Dak Sevaks of the postal Department.
5. In view of the above, it is requested that the Chairman, Allowance Committee may consider the following justified demands of the employees of
North-Eastern Region and Andaman & Nicobar Islands (and also other eligible places/localities) sympathetically and favourably.

The discrimination in the rate of SDA between AIS officers and other civilian employees may be removed and all may be paid SDA at the rate of 30%.
(2)

Special Compensatory (Remote Locality) Allowance to be subsumed in Tough Location Allowance and Special Compensatory (Hill area) Allowance to be
subsumed in High Altitude Allowance should be admissible along with SDA.
(3)

Both SDA and SCA may be extended to the Gramin Dak Sevaks of the Postal department working in North Easter Regions and Andaman Nicobar Islands (and
similarly situated places)
