7th CPC: Highlights of the Cabinet approval on 7th CPC allowances


Cabinet approves recommendations of the 7th CPC on allowances 
 
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi approved
the recommendations of the 7th CPC on allowances with some
modifications. The revised rates of the allowances shall come into effect
from 1st July, 2017 and shall affect more than 48 lakh central
government employees.

Earlier, while approving the recommendations of the 7th CPC on
29th June, 2016, the Cabinet had decided to set up the Committee
on Allowances (CoA) in view of substantial changes in the existing
provisions and a number of representations received. The modifications are
based on suggestions made by the CoA in its Report submitted to Finance
Minister on 27th April, 2017 and the Empowered Committee of
Secretaries set up to screen the recommendations of 7th CPC. 
Highlights of Cabinet approval on Allowances:

Number of allowances recommended to be abolished and subsumed:
Keeping in view the specific functional requirements of Railways, Posts and
Scientific Departments such as Space and Atomic Energy, the Government has
decided not to abolish 12 of the 53 allowances with were recommended to be
abolished by 7th CPC.

House Rent Allowance :
House Rent Allowances will be @ 24%, 16% & 8% for X, Y and Z cities
respectively and will further revised @ 27%, 18% & 9% when DA crosses
25% and @ 30%, 20% & 10% when DA crosses 50%. HRA should not be less
than 5400, 3600 & 1800 for X, Y & Z cities respectively.

3. Siachen Allowance:
30,000 pm for jawans & JCOs (Level 8 and below) and 42500 pm for
Officers (Level 9 and above)

4. Dress Allowance:
Dress Allowance @ 5000, 10000, 15000 & 20000 per annum.

5. Tough Location Allowance:
SCRLA, Sunderban Allowance & Tribal Allwoance subsumed in TLA in the
range of 1000 – 5300 p.m.

@ 2250 per month per child (max.2)/ Hostel Subsidy @ 6750 per month.

will continue to be paid to 43000 Defence officers directly to their
account.

11. Field Area Allowances:
for India Army, Air Force & CAPF personnel @ 6000 – 16900 p.m. 
12. Counter Insurgency Ops (CI Ops) Allowance:
for Defence and CAPFs @ 6000 – 16900 p.m. 
13. MARCOS and Chariot Allowance:
for Indian Navy @ 17300 – 25000 p.m. 
14. Sea Going Allowance:
for Indian Navy @ 6000 – 10500 p.m.

COBRA Allowance:
for CRPF personnel deployed in Naxal hit areas @ 17300 – 25000 p.m. 
16. Flying Allowance:
for flying branch and technical officers of Defence Forces @ 17300 – 25000

17. Higher Qualification Incentive:
for Defence Personnel @ 10000 – 30000 (Grant)

21. Deputation (Duty) Allowance:
for defence personnel @ 4500 – 9000 p.m. 
22. Detachment Allowance:
@ 405 – 1170 p.m.

Para Juimp Instructor Allowance:
6000 – 10500 p.m. 
24. Special Incident/ Investigation / Security Allowance:
@ 55% and 27.5% of Basic Pay for operational and non-operational duties
respectively. 
25. Additional Allowance:
@ 1125 – 2250 p.m. for Indian Railways 
26. Special Train Controller’s Allowance:
@ 5000 p.m. for Train Controllers of Railways. 
27. Nursing Allowance:
increased from 360 to 540 p.m. for Nurses & Ministerial Staffs of
Hospital. 
28. Operation Theatre Allowance:
@ 540 p.m. 
29. Hopital Patient Care Allowance/Patient Care Allowance:
4100 – 5300 per month. 
30. Fixed Medical Allowance (FMA):
Rs. 1000 p.m. for pensioners. 
31.
Constant Attendance Allowance:
6750 p.m. granted for 100% disablement. 
32. Launch Campaign and Space Technology Allowance:
increased to 11250 per annum. 
33. Professional Update Allowance:
11250 per annum for non-gazetted employees of Department of Atomic Energy. 
34.
Antarctica Allowance:
1500 per day (summers) and 2000 per day (winters). 
35.
Cycle Allowance:
180 per month for postmen in Dept. of Post and trackmen in Railways.
