time to time urging for implementation of agreed decisions, but feels sorry to state that there
has been no positive response On any of those agreed items. The negative attitude and
indifferent approach of the Board is causing deep sense of frustration
among the Railway staff which may have direct bearing on the efficiency of
the system.

Federation has been inviting kind attention of the Railway Ministry from
time to time urging for implementation of agreed decisions, but feels sorry to state that there
has been no positive response On any of those agreed items. The negative attitude and
indifferent approach of the Board is causing deep sense of frustration
among the Railway staff which may have direct bearing on the efficiency of
the system. 
In this connection, NFIR conveys that its General Secretary met the Hon’ble
MR on 07/02/2017 and gave him a list of items which though have been decided by
an agreement long ago, but have not been implemented. The said list
included the item “stepping up of pay of Loco Inspectors inducted prior to
01/01/2006 on the remaining 6/2 Zones on Indian Railways”. Incidentally,
NFIR reiterates that this subject, along with other issues have been
discussed by the NFIR with Board (CRB) again on 29/05/2015 but
unfortunately, there has been no response relating to the implementation of
the agreements. 
Federation specifically mentions the case of stepping up of pay of Loco
Inspectors (inducted prior to 01/01/2006) on 6 1/z Zones which was also discussed by the General
Secretary, NFIR with the Member Staff on 05/06/2017 in an informal meeting.
During discussions, the Member Staff conveyed that there are more than
1,000 employees who are to be extended the said benefit and if the order is
implemented, this will have heavy financial implications. 
2. Thereafter, the Federation has cross-checked the position in the wake of
MS observation and found that:

  • Stepping up pay to be implemented only on 07 Zones (CR, SCR, ER, NFR,
    SR, WCR & NWR) out of 16 Zones,
  • Around 319 LIs are to be extended the benefit of stepping up of pay.
  • This may have financial implications around Rs 21.21 Crores.
  • Railway Board had already lost its SLP and Review Petition before
    Hon’ble Supreme  Court. Consequently, stepping up of pay granted to the petitioners only
    as personam with an ulterior motive to harass remaining CLIs and drive them towards
    courts.
Evidently the position given to Board (MS) does not appear to be factual
and perhaps over-inflated to facilitate arriving at negative conclusion on the agreed
decision. The details in this regard may kindly be perused at Annexure-I
and Annexure-II of this letter. 
NFIR, therefore, once again urges upon the Board (CRB) to kindly intervene
and see that the Railway Board gives approval for granting stepping up of pay as per the
agreement circulated through record note of discussion held between full Board and Federations
on 7t February, 2014 (3 years old agreement).

Annexure-I
Summary of stepping up of pay of Loco Inspectors and approximate amount  required to be paid by Railway in form of arrears. 
1) Out of 16 zones, 9 zones have implemented stepping up of pay to Loco
Inspectors and arrears already paid with revised basic pay. Details as
under:

NOTE: Earlier stepping up of pay was implemented in 10 ½ zones, but same
was withdrawn at ER and SR. Now out of 16 zones, stepping up of pay was
implemented in 9 zones and left over zones are 7.

2) Zone wise, division wise left over CLIs for stepping up of pay has been
identified. Around 319 CLIs are yet to get benefit of stepping up of pay.
Approximate amount involved in form of arrears has been calculated for
mentioned 319 CLIs. The amount is estimated to Rs.21.22 crores.
