Sub: Implementation  of  e-Office

e-Office in Board’s Office was introduced in November, 2016, since then instructions have been issued from time to time for initiating 100% processing of files through e-office by using e-file option instead of conventional physical file processing. However, the progress has been patchy.

2. The position has been reviewed. It has been decided that:-

a) From  1st December  2019,  all  new  cases/files  up  to  Board  Member  is  to  be  put  up    only electronically, through e-office (i.e. New File be opened and processed electronically). The mode of creation of physical file/receipt through e-office be completely stopped and be opened only  for those under exemption, through written request to RBCC.

Exception for e-filing would be for D&AR, Vigilance, Court Case and Top Secret/Secret files/ cases. Top Secret/Secret cases/files are not to be processed/moved even through physical mode of e-file.

b) Physical files created prior to December, 2019 shall be converted to digital form. RBCC may be approached for the same, who would undertake digitization of not only physical file but also important proceedings which may require linking with the e-file. The requirement for converting past records/proceedings into digital tbrm be assessed by each unit and advised to RBCC latest by 31st December 2019.

c) DSC would not be mandatory for processing through e-file, except for signing orders or for notings which may have important  legal implications. Order/Instruction/Circular may be signed physically and be scanned and uploaded in e-file. No user may share his login id and password. It would be assumed that whatever comment/noting has been made is by concerned officer/user himself, as one can access e-file only through his/her own credentials.

d) In respect of Hon’ble MRs and MoSRs office, unless specific directions are given, all files would be processed electronically, else file format be as per the directives of Hon’ble Minister’s office.

e) RBCC would continue to impart training and to attend to trouble shooting in respect of e-office, besides providing other logistical requirement related to e-office. Demand for scanners may be made to RBCC as early as possible;

f) No Officer should accept any physical files from 1st December 2019 (except those created prior to this date).

g) Regular monitoring of e-Office usage would be done by RBCC by furnishing different reports for suitable action as deemed fit.

3. All concerned to ensure full co-operation and strict compliance in respect of paperless processing through e-file.
