Subject: Instructions regarding handling situation and disruption on account of COVID – 19 – reg.

References are being received from the Circles regarding the instructions issued vide this office letter of even no. dated 25.03.2020 and hardships being faced by the staff in attending office. Service Associations have also raised their concerns that some Circles have ordered the presence of 100% staff in Post Offices and Administrative Offices.

2. On analyzing the references received from Circles and concerns raised by the Service Associations, it appears that the spirit of providing basic postal and financial services have not been comprehended properly. The aim is ‘to ensure that basic postal services as mentioned in para 2 of annexure to this letter of even no. dated 25.03.2020 are available to the public, while observing all preventive measures to contain the spread of COVID-19″.

3. The following clarifications. are therefore issued in continuation of the instructions issues vide this Office letter of even dated 25 03.2020:

  1. Minimum staff /delivery staff will be deployed in the Post Offices, which may ensure availability of the basic postal services to the public.

  2. Minimum number of counters may be made operational.

  3. Priority of delivery should be on essential items such as medicines, medical instruments, masks, gloves, food packets etc. for which appropriate mode of delivery, viz. window delivery, nodal delivery etc., may be adopted by the Circles depending upon the situation / requirement. While adapting traditional mode of delivery, wherever required, appropriate preventive measures for postmen will be ensured,

  4. Minimum staff will be brought to the Administrative offices which are capable of monitoring the functioning of Post Offices and reporting the functioning to the higher functionaries.

  5. While drawing the staff to the Post Offices and Administrative Offices, a proper roster may be maintained.

  6. Hand sanitizers, soap, masks, hand gloves etc, may be provided to the staff deployed for duty. These are only indicative. Heads of Circles may take their own decision for providing items related to sanitization.

  7. Cleanliness, hygiene and sanitization of the Offices will also be ensured.

  8. In the Post Offices, arrangements may be made for social distancing between the counter clerks and the customers. Circles may provide soap along with provision of water outside the Post Offices for the customers. It may be displayed on a board that customers may please wash their hands thoroughly before entering the Post Office premises.

  9. Proper distance need to be ensured between the customers visiting the Post Offices and ATMs. Appropriate messages may be displayed in Post Offices and ATMs. Public areas such as counters, doors, ATMs may be sanitized from time to time.

5. Once again, it is re-emphasized that all Circles need to provide basic postal services with minimum involvement of staff to ensure social distancing and keep control of the situation.
